Windsurf vs Cursor Usage Limits: Quota, Pools & Overage

Cursor and Windsurf both meter agent work by the underlying inference it consumes, but their allowances reset differently. Cursor uses monthly usage pools. Windsurf's current self-serve plans use daily and weekly quota. The practical winner depends on the models, context size, and agent workload you run—not simply the number of prompts you send.

Facts checked August 9, 2026. Both companies change plans and model pricing frequently; confirm the current terms on their official usage pages.

Short Answer: Which Has Better Rate Limits?

Choose Cursor if a monthly pool and optional pay-as-you-go overage fit your budgeting style. Choose Windsurf if daily and weekly refreshes better match your work rhythm. Neither plan is equivalent to a fixed number of agent requests because larger contexts and more expensive models consume allowance faster.

Cursor vs Windsurf Usage Comparison

  • Cursor reset: two separate usage pools reset with the monthly billing cycle.
  • Windsurf reset: self-serve plans include both a daily and weekly quota that refresh automatically.
  • Cursor overage: eligible plans can enable on-demand usage at the applicable rates.
  • Windsurf overage: eligible paid plans can enable extra usage after included quota is exhausted.
  • Both: token volume, model choice, cache behavior, and long agent runs affect consumption.

How Cursor's Two Usage Pools Work

Cursor Pro, Pro Plus, and Ultra separate included usage into a Cursor Modelspool and an Other Models pool. Cursor Models covers Cursor's first-party model options. Selecting a third-party model draws from Other Models at that model's API price. Both pools reset on the monthly billing cycle and are visible in editor settings and Cursor's usage dashboard.

Cursor currently lists $20 of Other Models usage on Pro, $70 on Pro Plus, and $400 on Ultra. These are dollar-value inference allowances, not cash balances and not a guaranteed request count. Model selection determines how quickly each allowance is consumed.

What Happens After Cursor's Included Usage?

When included usage is exhausted, an eligible user can enable on-demand usage or upgrade to a plan with a larger allowance. On-demand usage is billed monthly at the published model rates; Cursor says requests are not downgraded in quality or speed. Review the current details on the Cursor Models & Pricing page.

How Windsurf Daily and Weekly Quota Works

Windsurf replaced prompt credits for self-serve customers with quota-based usage in March 2026. Current plans include a daily allowance and a weekly allowance. Usage is based on tokens, and the model selected changes the rate at which quota is consumed. Free models do not count against the quota. A request can proceed only while both the daily and weekly pools have capacity.

Check remaining quota in Windsurf Settings → Plan Info or on the authenticated plan page. If a paid plan supports extra usage, that overage is metered separately after the included allowance. Review the latest details in the quota-based usage documentation.

Windsurf “Overall Message Rate Limit” and Capacity Errors

A provider-capacity error is not necessarily the same as exhausting your personal quota. Windsurf documents that premium model capacity can occasionally be rate limited. If the plan page still shows quota remaining, wait briefly and retry. If a limit persists, confirm the selected model, daily quota, weekly quota, extra-usage setting, and account plan before opening a support ticket.

How Model Choice Changes Real Usage

A short request against a lower-cost model can use far less allowance than an agent run that loads a large repository and generates a long answer. Compare plans using your actual workload: the same advertised allowance can produce very different numbers of completed tasks.

Cursor vs Windsurf FAQ

Does Cursor Pro include $20 of API agent usage?

Cursor currently includes $20 in the Pro plan's Other Models usage pool. It is consumed at model inference rates and resets with the monthly billing cycle.

Does Cursor Ultra include $400 of usage?

Cursor currently lists $400 of Other Models usage for Ultra. Cursor Models have a separate included pool, so the dashboard should be read as two allowances rather than one balance.

Does Windsurf still use prompt credits?

Not for current self-serve plans. Windsurf moved those customers to daily and weekly quota in March 2026. Some legacy enterprise accounts may still use credit-based metering.

Which plan is better for heavy agent use?

Measure a normal week before choosing. Cursor's monthly pool can suit uneven workloads, while Windsurf's refresh cadence can suit steadier daily use. Use the Cursor usage tracker and Windsurf tracker pages for provider-specific guidance.
